The 500 count counts includes ship crew.
During my preliminary sweep, I have the following points:
1. So is the Alzoc still in Skirata control? The description of the base gives the impression it has been destroyed. If you are still having a base, bases do have a payment in regards to new factions. A medium-sized base comes at the rate of substituting 3 corvettes or one frigate.
2. Can you link me to Nebulon C frigate? I can't find it on Wookiepedia. Did you perchance mean one of the other Nebulon-# frigates?
3. Maximum naval strength for new factions is 2 frigates and 4 corvettes.
The reason I'm referring to this as a new faction rather than going on the old Clan Skirata is that despite the copy-paste from the other write-up, it has no OOC relationship to the old Clan Skirata. I am willing to discuss this matter and open to debate, but one issue I have with granting you access to the old Clan Skirata's assets is that it gives a bad precedent for the future of giving inactive factions to outsiders.
This is just an idea, but something that came to mind is that this Clan Skirata could be a branch of the old Clan Skirata. Possibly this group survived the Mandalorian Genocide, though in their escape they were cut off from the rest of the clan. Thus explaining the existence of two Skirata clans.
Is my faction good to go I want to know so that I can make changes if needed.
Have you answered/done Dmitri's other questions? I see no links to Nebulon C Frigates. Also, even if you get 500 NPCs to start (considerably a lot for a new Mando faction, especially one that's small) remember that your frigate and corvettes will be on a skeleton crews. Also, I recommend being patient, Dmitri will get around to it when he does, asking if it's good after a day might rub some the wrong way.

Answer: From the changes I have made this group never knew of the Alzoc base. For Clan Skirata Remnant yes this could be considered a base

Answer: there is no Nebulon C frigate. When I found it I was just looking at pictures of ships and didn't check the site it was from. It mus of had been a fan made thing. So sorry about that They are now changed to Nebulon B frigate

Answer: No not all 500 are soldiers. 350 soldiers, 100 non-combatants and 50 children. Yes this just goes to show how small the group really is.

Unfortunately, the ships remain an issue. With only 500 individuals, the ships cannot be manned. The Marauder at bare minimum (aka not a full combative capacity) requires 52 crewmen. The Nebulons are the killer though. Each requires, for a minimum crew of 307. Collectively, just on crew alone, you'd need a 666 individuals
You don't necessarily HAVE to have a navy. In fact, putting your whole group on a ship puts them in danger. I recommend operating from a planetside outpost.
They have a point that being a remnant of an already small clan 500 is already small. I would recommend swinging the soldier amount to the lower end (like 150 to 250). The Marauder in my opinion is the better ship to keep if you're getting rid of all but one, as that ship has decent passenger size and a very small skeleton crew size that it doesn't require a majority of the clan's survivors to operate it.
One final note: Nothing is guaranteed a secret. While the clan has been promoting secrecy for its base, that does not mean it is impossible for outsiders or enemies to eventually find it.
