Negotiate a deal with the Hutt leaders, to protect them from increasing pirate and gang problems. Their local security can no longer deal with it, and they require help, but at what cost. (dm)
Clear out some undesirables, from the lower levels. This is where a group of swoop gang has taken residency, but other strong people may have taken up positions as well as contacts, to prevent the empire from taking control. (PvP)

I'm sick of looking at your plot timelines and seeing the barebones of a thread - I can't evaluate how appropriate a thread is with half a sentence describing the thread

Why would the Hutt leaders discuss anything?
What is being discussed to get them to join the Empire?
Is it an actual conversation or are you going to try and intimidate them?

Clearly out undesirables helps the Empire take over how?
What undesirables?
