DESCRIPTION
The Bari Qu Systems H3-11 Medium Flamer is a more modern take on a much older design concept. For as long as beings have been at war fire has proven to be one of the most effective tools at dominating a space, destroying supplies, and spreading fear and thus the flamethrower has been around almost as long as warfare has. During more peaceful times arms companies tend to shy away from such products, re-branding them "defoliators" for agricultural and industrial use. But with the Hundred Years Darkness and all out war Bari Qu Systems decided to dust off one of these older designs updating the fuel from hydrocarbons to a naylitic/polmitic gelatin mix. Starting first with a much larger model for use on vehicles and war droids, they soon adapted the design for use by sentient beings by scaling it down and adding more insulation paneling around the weapon's frame. The H3-11 is not an accurate weapon by any means, as upon release the chemical fuel tends to disperse, spreading as far as a 1 meter cone at it's maximum range. While a user can hold down the trigger and empty the tank all at once it is best employed in two second bursts of fire. Used like this the tank holds enough fuel for 5 bursts. Upon ignition the fuel can cause sever burns to exposed flesh and light clothing and will continue to burn for several seconds if not immediately put out.meaning even misses can still block a target from moving in certain directions or risk receiving burns if they attempt to cross an area affected by the H3-11 without proper protection.
While not as instantaneously deadly as a blaster bolt, an unarmored being hit with and H3-11 will suffer sever burns if the fire is not quickly put out. Some burns have been known to cause enough damage to a body's systems to cause total failure and death.
LEGALITY
Being considered a "destructive device" the H3-11 is heavily restricted on most worlds, being fully illegal on many as it is seen as overly cruel and dangerous. In less scrutinizing areas of the galaxy, such as Hutt Space, flamers can be seen fairly frequently in the hands of mercenaries, bounty hunters, and enforcers.INTENT
An open use flame based weapon created in order to diversify existing tech and bring incendiaries into play, and unsure if it would count as generic.Also for use by a character with a penchant for pyromania.

Yes. While pushing pressurized fuel toward a flame may be mechanically simple most governments and organisations tend to get a little picky when they hear you are attempting to light things on fire. As such it has been heavily restricted as well as deemed illegal on many worlds. In order to acquire something like the H3-11 someone must be willing to pay an upmark in cost to a smuggler in order to get it past the authorities. Or otherwise "relieve" one from its current owner, normally a paramilitary organization which has obtained a licence for ownership and use.
