first, y-int form to get slope of the first line.
3y=-5x+22
y=-5/3x+22/3
perpindicular would be opposite reciprical, soo
slope of new line = 3/5
point-slope
y-y=m(x-x)
y-3=3/5(x-2)
y-3=3/5x-6/5
y=3/5x-6/5+3
y=3/5x+9/5
