Hi, I just joined, and i'm a somewhat experienced roleplayer, having done two in depth and in person role plays, and a multitude of small ones. I am somewhat confused about how to join a thread, and if its closed after it starts, and if not, how do you join, especially if I haven't been in a previous thread. Can someone help me? Also, the rules really don't say if hybrid O.C.s are allowed.

In general, most threads marked with 'Ask' are actually closed, private roleplays. The best way to find someone to set up a thread with is to ask around, as there are many roleplayers around here willing to set something up with new players.

Welcome aboard! Outlander's right on the money. When thread's are started they're usually either ask or open, with the latter meaning you can just jump in. Ask means you should ask the thread starters if you can enter. Some people emphasize that they really want people to ask since they're mostly closed threads that aren't open to other participants even when they ask. Hybrid characters are allowed, and usually fine as long as you don't go overboard and have Wookiee-Trandoshan-Zeltron-Sehpi-Arkanian Offshoots, and stuff like that.
