In need of a Hutt NPC

Now, I'm not entirely sure how NPCs work in this game, so an explanation on that would be great as well.

Locky, Droid Dude and I are doing a thread where we need an NPC from the Besadii Kajidic. I'm not entirely sure how or who to ask.

NPCs are non-player characters. They are characters who can be role played by anyone in most cases.

A good example would be a shop owner would be an NPC and you wouldn't need some outside party to play as them. You can often NPC yourself but when another faction is involved like in your case you do need an outside party who is a member of that faction. :)
