Before the start of the Alsakan Crisis, the Eye of Hurley was a communications relay satellite located in the Lybeya System asteroid field. Used as a colony to exiles from Hutt worlds, it was generally held little activity. However, when the Alsakan Crisis broke out, the Eye of Hurley was used to intercept communications between Hutts, due to Republic fear that the Hutts might aid the Alsakans. While the Eye of Hurley never found proof of wrongdoing from the Hutts, the Alsakans did learn of this secret usage of the Crown-class space station. A small Alsakan armada attacked the Eye of Hurley, taking it over. Christianing it the Eye of Shalharra, they used it to their efforts against the Republic. However, when the Alsakan Crisis ended, the Republic stripped the Eye of Shalharra of its spy network, leaving it.
The Hutts would eventually claim the Eye of Shalharra as their own, even though most of the inhabitants of the Eye of Shalharra were now Alsakans. For the most part, the Hutts left the Crown-class space station alone, once they learned they couldn't use it to spy on Republic communications.
Abandoned by society, it later became an interest to Ulquirrivia Lhuillier. Despite the Republic's efforts, they had failed to learn the existence of the black box, a harddrive with records of all communications, both from pre-Alsakan Crisis and during. This black box had incriminating records on both the Hutts and the Republic (along with the Alsakans). Ulquirrivia, as one of the Alsakan terrorists secretly working for the Hutts, was tasked with infiltrating the Eye of Shalharra, retrieve the black box, and gift the black box to Tusa the Hutt.
However, Ulquirrivia has another motive for accepting the task. These peaceful Alsakans on the Eye of Shalharra were herectics, in her opinion. Instead of trying to stop the Republic that had all but destroyed their culture, they wanted to coexist with the Republic. What blasphemy. Ulquirrivia wasn't going to tolerate it. In fact, she guessed Shalharra wouldn't tolerate it. As a Knight of Shalharra, Ulquirrivia planned to steal the black box along with killing the Alsakans aboard the Eye of Shalharra. No one escapes the eyes of the benevelant goddess, the mother of the universe.

"Passport?" requested the harbormaster.
An Iridonian in bulky black armor stepped to the harbormaster and presented a passport that read 'Val Gorre'. The towering figure sent chills down the harbormaster's spine.
"Y-you are clear, V-Val G-Gorre," stuttered the harbormaster.
Ulquirrivia Lhuillier, guised as Iridonian Val Gorre, walked into the Eye of Shalharra. Her only luggage was a suitcase full of a lethal pathogen and a musical instrument case, which held the parts of her bayonet, Mother's Commandment.
Security was generally tighter upon the arrival of new passengers. Ulquirrivia decided that her best chance of success lay in waiting until later that night. Until then, she'd explore the non-private areas of the Eye of Shalharra as to familiarize her surroundings.
