Being programmed to imitate human behaviour convincingly does not constitute intelligent thought.

If it could fool a quarter of the people into thinking it was a human, we might just call it a troll or some stupid person. Plus, unlike the judges, we don't think of the possibility that a new member could be a bot unless it makes itself incredibly clear.
