Question about missions

Are we allowed to propose missions/mission packs to the FL and AFLs? I think other factions (the Jedi, I think?) allow it, but I haven't seen anything about it here

It's allowed and actually encouraged, you should always feel free to come up with missions and/or plots, be they revolving around your own character or the faction in general. Just have one of the FL/AFLs take a look over at some point if you think it might have major repercussions on the broader faction/site story. In case they have something similar in the works or the idea might conflict with something else the faction has going on at the moment.

Yeah, the reason is because I've noticed a lot of missions are underway but we still don't have enough territory, so I wanted to come up with something to take over empty land around us and give members more missions to do

Yeah, that's cool. Keep in mind the time-skip is quite literally around the corner and there might not be enough time to complete the missions. Also, there territory system is being changed for the time-skip, so there might be no point in going for land grab missions.
