A BILL TO SUPPLEMENT HUMANITARIAN AID ON WORLDS AFFECTED BY CONFLICT IN THE PAST, PRESENT, AND FUTURE
Proposed by Terminus Faunus, Junior Senator of Chandrila

Section 1:
Humanitarian aid is to be sent by The Republic to worlds affected by conflict. A shipment is to be sent by any one of capable Republic worlds every week, from when the Senate convenes to declare that the system has been affected by conflict, up until the point at which the Senate convenes again, to agree by a majority, or by the affected world declaring, that aid is no longer required on the planet or relevant surrounding system.
Subsection 1a:
Humanitarian aid - Food, water and relevant medical supplies.
Subsection 1b:
Conflict - A confrontation between one or more parties aspiring towards incompatible or competitive means or ends.
Subsection 1c:
The standard shipment size is to be 50,000 Republic Standard Crates (Henceforth to be referred to as RSC). The size of a shipment may be changed on a case-by-case basis, and this figure is simply a guideline.
Subsection 1d:
Capable Republic worlds - A capable Republic world is one which has at least 80,000 standard crates in storage at all times, with the ability to produce adequate supplies within 2 weeks of notice, should the need arise.
Subsection 1e:
A senate congregation that has the ability to begin or end the supply of humanitarian aid is to contain senators from at least 67% of Republic worlds.

Section 2:
This law is expected to be enforced by the affected planet, but if that is not the case then any member of the senate may call for a vote. If neither the affected world or any other member of the senate brings the humanitarian situation to the attention of others, then no other government body is expected to do so and therefore no legal action may be taken against the Republic, should it not be brought to the attention of others.

Section 3:
The cost of shipping humanitarian aid will vary based on the distance between the supplier and recipient, so it is advised the supplier be a world as close as possible to the recipient. The cost of he shipments will be subsidised by the Republic Bank (Henceforth to be referred to as RB) where possible, and the Intergalactic Banking Clan (Henceforth to be referred to as IGBC) otherwise. Should neither the RB or IGBC be able to fund it, a tax increase of 0.05% is to be issued on 10 Republic worlds until the situation is declared as concluded.

Section 4:
This bill will take effect 14 days after approval by the Senate of the Republic.
