The Chiss Ascendancy Intelligence Network, commonly referred to as CAIN, is syndicated federal agency in the Chiss Ascendancy, with a wide range in authority, from intelligence to diplomacy to internal security, among others. As such, it manages the Chiss Internship Program. It is headed by a Director, currently Arch'elie'lia. It is one of the powerhouses inside the Chiss Ascendancy, as it, like the Immortal Order, exists technically outside of the regular military. However, it does work extensively with other branches, such as the joint task force Shadow Walkers.

History

The Chiss Ascendancy Intelligence Network, at the time called Ikegobo, was originally established during Thrawn's exodus in the Unknown Regions, where it was used to keep an eye on the Chiss Ascendancy. At the time, Ikegobo were spies inside the government, keeping an eye on the Ruling Families and the Ascendancy. Historians speculate on whether Ikegobo was an initiative by Thrawn to one day take over the Chiss Ascendancy through his infiltrations; if so, he never lived long enough to use them. Instead, between the end of the Thrawn Crisis and the Swarm War, a minor family called Arch, who were major agents in Ikegobo, decided to use it for their own gain when the Empire of the Hand was absorbed by the Chiss Ascendancy. Through Ikegobo, which was renamed the Chiss Ascendancy Intelligence Network, it used resources originally to spy on the Chiss Ascendancy to not only solidify internal affairs, but also gain intelligence on the rest of the galaxy.

During the "Chiss Civil War", CAIN helped identifies the contaminated Ruling Families and even assassinated a few leaders. Eventually the corrupted Ruling Families lost power. Arch used CAIN to propel themselves into the spotlight, securing the status as a Ruling Family by the time the Second Galactic Civil War started.

When Arch became a Ruling Family, CAIN originally dealt solely with espionage and worked with the military on internal security. In 666 ABY, the Fel dynasty ended and the Elyurius dynasty ensued. A cold war threated peace between the Elyurius Empire and the Galactic Alliance. One of the Ruling Families, Yleba, attempted to try to steal power away from Nuruodo, which thanks to years of peace and Mar Family, had been on the decline. With a controlling interest over the Diplomatic Bureau and several covert ops. units, it attempted to conspire with a Fel loyalist to spark a Chiss-Elyurian War, in which to bring Yleba as the supreme Ruling Family and the Fels to return to power. However, CAIN Director Arch'eve'nuruodo discovered the plot and acted. CAIN assassinated Yleba's leader Yleba'rrel'nuruodo and several other Yleba and Fel loyalists, with some help from the Elyurius Empire. CAIN took control over the Diplomatic Bureau, to prevent it from going rogue. Yleba's covert ops. were either arrested, assimilated into CAIN, or executed.

However, Arch'eve'nuruodo was an ambitious time. Using his newfound momentum, he gained support for the establishment of the Grand Imperatorship. In effect, he attempted to make himself monarch of the Chiss Ascendancy, which at the time was mainly led by the convergence of the Ruling Families. As the 'hero who prevented an intergalactic war', he was chosen as the Grand Imperator. He was popular and well-respected, but even he knew he had enemies. Paranoid, he had CAIN establish the branch Security of Internal Affairs (SIA), which officially was used to keep peace in the Chiss Ascendancy though abused to keep denizens under his iron thumb.

Arch'eve'nuruodo's reign lasted for three decades before he passed away, supposedly of natural causes. His daughter, Arch'elle'nuruodo, managed to take the seat next. AIN and major military powers were dissatisfied with the apparently hereditary monarchy. Arch'elle'nuruodo refused to step down. However, when CAIN and several Ruling Families threatened to rebel, Arch'elle'nuruodo reorganized the Grand Imperatorship as an elected position. To satisfy the vexed Ruling Families, the CAIN Director at the time became the Vice Imperator, a position to help fill the void if the Grand Imperator were to ever die or a need to take away the Grand Imperatorship away from the current occupant; it was a threat by CAIN, that they would kill her if needed and reclaim the Chiss Ascendancy.

Arch would occasionally reclaim Grand Imperatorship, especially in the decades approaching the Elyurian Purge and the outbreak of the Third Galactic Civil War, CAIN generally remained in Arch's influence. Propelled by Arch'eve'nuruodo and other Archs over the years, it grew in power and authority, eventually gaining domain over intelligence, diplomacy, internal security, and other vectors. As to prevent either the military or CAIN from becoming too power and becoming a sole tool for tyranny, the two groups were kept separate. For decades, rivalry strained working relations. It wasn't until Arch'elie'lia became Director did relations mend.

In 972 ABY, CAIN's Director was Matra'be'lia, a strict woman who stubbornly sought peace with the Ascendancy's neighbors. However, a certain group of people were against that. These people were the Sith. They hoped to secure the Chiss Ascendancy as an ally. The Council of Eminence was split on whether to support the Sith or to reveal their existence to the Galactic Alliance in hopes of retaining peace. Grand Imperator at the time, Mitth'or'nuruodo, was against it. However, he hoped to pretend to be open to the Sith, as to draw them into a trap. However, the Sith were prepared, thanks to the help of Vice Imperator Arch'ao'nurodo. In effect, they outmaneuvered Mitth'or'nuruodo and were able to eliminate him, demonstrating their cunning and ability in the Force. Arch'ao'nuruodo became Grand Imperator and Matra'be'lia was forced to concede to the rest of the Council of Eminence. The Chiss Ascendancy, with CAIN, had become an ally to the Sith.

However, Matra'be'lia was never happy with the arrangement, especially since CAIN helped provide resources to the Sith, such as intelligence and removing Moffs and military individuals who were either too loyal to the Emperor to turn or too close-minded to the Imperial Knights. CAIN even provided falsified identities of "immigrants" coming from the Ascendancy to the Empire, including Geist Weiss'. Eventually, in 1,000 ABY, Matra'be'lia decided to betray the Ascendancy and CAIN, attempting to have a secret meeting with a Galactic Alliance representative. However, on his way to meet with the representative, a top CAIN agent named Arch'elie'lia and Caldrikah'iryc'nuruodo assassinated Matra'be'lia.

The Sith's secret never ended up leaking, due to Matra'be'lia's death and only top personnel of CAIN, the government, the military, and Immortal Order knew of the Sith and the Chiss' connection to them. A human served as CAIN's director after Matra'be'lia for a year, until he resigned. Arch'elie'lia was promoted to Directorship of CAIN where she and her brothers aided in expanding the Chiss Ascendancy's capabilities and connections with the Sith.

With the Sith taking control of the Empire in 1,002 and the Third Galactic Civil War sparking in 1,011 ABY, CAIN was active, ready to do damage. It cooperated with the Imperium to locate enemy cells, including Imperial Knights and Empire Liberation Front. CAIN would work together with the military to expand the Chiss Ascendancy's holdings. CAIN was greatly involved in the takeover of Yashuvhu.

Arch'ao'nuruodo had disappeared in 1,011 ABY; conspiracy theorists gossiped about CAIN or Sith involvement. Regardless of the truth, Vice Imperator Kodo'ran'nuruodo became interim Grand Imperator. Eventually, a vote was carried out and the CAIN Director Arch'elie'lia became Grand Imperator, with her brother Arch'avo'cnuruodo as Vice Imperator. Derro'an'nuruodo became the new CAIN Director. However, Arch'elie'lia would eventually resign, becoming Arch'avo'cnuruodo's Vice Imperator. Months later, she returned to Directorship.

In late 1,012 ABY, the Immortal Order was reorganized and many of the Force users were transferred to CAIN. These Force users to were established in a unit called Chevaliers. Arch'elie'lia serves temporarily as its leader, awaiting appointment of a leader.

Diplomatic Bureau

The first primary branches that make up the Chiss Ascendancy's Intelligence Network is the Diplomatic Bureau, acting as the Ascendancy's form of law and politics. Led by the Head of Intelligence, this organization acts as a form of internal and external government, while the Council of Eminence oversees jurisdiction over the faction as a whole. The Diplomatic Bureau serves as an international branch of diplomacy to represent the Ascendancy to other super nations or independent factions, handling matters of negotiations, political discussion, or terms of agreement. Chiss Nobles are charged with overseeing the delegation of territories and responsible for keeping economic standards in check for the Chiss people. The Diplomatic Bureau also manages applicants to the Chiss Internship Program.

The political negotiations taking place between the Chiss Ascendancy and allied or associated factions are primarily handled through CAIN's Diplomatic Bureau. Members of this sect of CAIN often participate as representatives and delegates from other nations or independent systems. While the Chiss Ascendancy hosts political discussions with other super-power factions like itself, multiple bureaucrats will reside on a team for that representation. When independent or neutral territories openly discuss terms of alliance with the Ascendancy, a single delegate will be appointed to the party of government, leading that territory under their jurisdiction for the Chiss. At each of these locations, an Expansionary Defense Fleet will be stationed as guaranteed protection, keeping their word of honor in a mutually beneficial arrangement.

Those that are appointed to such positions are regarded as Nobles within Chiss politics. These are considered the Heads of a House within a territory of the Chiss Ascendancy, permitting the stationed forces to the command of those who hold the title. Nobles directly oversee the delegation of supplies and resources throughout their system, providing trade routes and check points in friendly territory. Coordinated from the Chiss Capital Worlds, a network of routinely operated activity branches throughout the Ascendancy's territory, establishing a tight hold over Chiss space. These forces are to primarily serve as the territory's line of defense. In a time of battle or war, a Chiss Noble is to assume command of the situation, with the exception of a superior officer's attendance in the situation. It is the Noble's first and foremost priority to get word to the rest of the Chiss and hail for reinforcements. Their job is to readily defend the territory, holding off an invasion until help arrives.

Recently after the Ascendancy's alliance with the New Sith Imperium, the Diplomatic Bureau implemented an international program open to allied factions to the Ascendancy. The Chiss Internship Program allows individuals of other nations to enlist in the Ascendancy, while directly involving Chiss forces with their partnered allies. Joint operations are usually led by dual-enlisted officers, commanding with mutual authority as their orientation and a Chiss. This reinforces a sense of trust between the Ascendancy, building a coordinated network of operatives to bridge the alliance of two nations. Individuals that apply for a Chiss Internship are heavily inspected and investigated, under the terms of agreement throughout international dealings. The Chiss welcome the valued support of their allies while offering forces of their own, having undergone the utmost security. Operatives approved for Chiss enlistment may reside in the Expansionary Defense Force, Immortal Order, or CAIN, bearing an equivalent rank to that of their own faction. Promotions in either faction do not reflect equally, and will need to be earned individually.

CARD
Chiss Ascendancy Research Division

The Chiss Ascendancy Research Division, known as CARD, was created by Director Inrokini'barre'lia in 742 ABY. When Inrokini'barre'lia ascended to Director, he initiated CARD in an attempt to seize power over CAIN from the Arch Family, who had for decades had influence over CAIN. By adding in a science division, a subject infamously under the Inrokini Family's control, he hoped to bring CAIN under Inrokini's influence. Though the plan failed, it allowed CAIN to be involved in many scientific advances. As to prevent dangerous technology from reaching public's hands, CARD supervises many scientific projects. In 859 ABY, CARD became a supervising consortium for Chiss Engineering Systems. It sometimes work with Immortals to advance and improve their technology. Through CARD, CAIN (and Shadow Walkers) generally test protype technology in the field, if not given to the Immortals first.

Security of Internal Affairs

The Security of Internal Affairs (SIA) stands as one of CAIN's primary branches, providing a source of authority throughout the Ascendancy. The Security of Internal Affairs primarily functions as the Ascendancy's governed and public domain. Most, if not all issues regarding Chiss formalities or formal declarations are handled through this sect, managed overall by the CAIN Director and SIA's commanding officer, SIA's Syndic, while residing on the Council of Eminence. Government-managed security throughout Chiss space is a well known establishment, and ensures the enforcement of law and protection in friendly territory. This organization serves not only as a public appearance for CAIN, but as an internal defense military. SIA coordinates their efforts alongside the Colonial Phalanx establishments through the Chiss Ascendancy Expansionary Defense Force. CAIN operates to maintain order within their territory in the case of invasion or declaration of open with with other powerful super nations in the galaxy. SIA would take authority under these circumstances in a state of Martial Law.

SIA also serves to personally oversee the Formal Investigative Branch under their range of authority. Internal Affairs within Chiss space include the questioning and forensics of indescrepancies within the Ascendancy's politics, military standards, and civilian lifestyle, upholding their position of law. Special operatives serving as detectives hold an equal position of authority in political and military matters, incorporating a sense of coordination throughout the faction. In addition to resolving Chiss affairs, SIA holds a secure database of records within their empire. These logs contain documented information and statistics throughout the Ascendancy with individual personnel files. Anomalies in the distribution of funds and other resources are heavily scrutinized and managed to ensure the flow of economic stability and progression.

This branch of CAIN directly coordinates with the Ascendancy's Specialist Division, overseeing joint operations of public events and meetings. Special operatives coordinate and lead teams in these cases, while SIA acts as a supporting force to coordinate with. These combined missions are usually held for the utmost security and efficiency in protection and defense. Meetings amongst the Council of Eminence or the attending appearance of political allies or honored guests.

Ascendant Guard

The Ascendant Guard is the elite gathering of troops in service to protect the Grand Imperator and members of the Council of Eminence. These warriors have proven themselves as the top soldiers and veterans of the Expansionary Defense Force, ranging from all sects of the Ascendancy. The Immortal Elites, hardened as the Ascendancy's Shock Troops in the sudden heat of battle. The most advanced security personnel in the Security of Internal Affairs. The guards of Csilla's citadel are managed by CAIN operations, coordinating with SIA to cover all strategic points of defense.

High Magisters of the Marine Corps are often implemented in the Guard's ranks, proving themselves capable and talented in their matters within the Ascendancy. These honors were given to the best of the best, bearing the defensive title with pride. Members of the Ascendant Guard were shuffled an rotated out from their stationary defense of the Council so as to avoid comfortableness. The honored warriors didn't want to spend the rest of their days in the Capital Worlds, but were allowed access to personal forces in their off-time missions.

Chevaliers

The Chevaliers were recently created, seen as a quasi-unit; . Rather, it's a conglomerate of officers that are Force sensitive. Most fill other ranks, though many serve the same purpose as the Ascendant Guard, though many hold higher prestige. Most come from the Immortal Order's Force sect version; after the reorganization, many of its Force users transferred to Chevaliers, where they were given other positions. On occasion, Sith from the internship program will be given the title Chevalier, though not always. Unlike Ascendant Guard, the Chevaliers work and take orders more so from the Director of CAIN than the Council of Eminence. Though Chevalier sometimes act as the Chiss' secret service, occasionally they'll be sent on missions, sometimes serving as representations of their leaders.​
