I wouldnt count the pirates out of it so easily as you guys do, even in today's world. For the same reason that the Los Angeles police can't take care of all gangs in LA, or that the Brazilian army can't take care of gangs in the slums in Brasil, THose nations won't be able to get all of the pirates, and will continue to be robbed. Because pirates attack big ships and get big ransoms. That allows them to spend their money at home which enables a lot of others to get rich because pirates spend money.
