- The Accord is a joint group comprised of three groups, The Mandalorian Crucible, The Initiative, and The Skyline Dragons. The Accord names both the group, as well as the oversight group within the faction.


The Prerogative Code:

- The Guiding tenets that all members of the Accord must follow, regardless of Rank and Faction
  1. Your duty to your faction and the Accord comes above all others.
  2. No innocents shall be intentionally harmed in any dealings, be they business or otherwise.
  3. No theft from an innocent being or an Accord member without judicial cause.
  4. No member of any faction under the Accord may be slain by another member without trial.

The Council:

- Contains three members from each group, including their leaders, and maintains control over the Accord as a whole.

- The Council is composed of the leaders of each faction, as well as two other dignitaries depending on the Faction in question.

- The Council as a whole acts as head of the Jag Corps, with tasks often being delegated to high ranking Jag members.

- Each faction accounts for their own actions, but are overseen by the Jag Corps and the Council, and anything deemed questionable by the JAG Corps has to be put through the Council.


The Accord Joint-Armed Garrison:

- Comparable to a militarized police force, these soldiers act as the hand of the Council on matters within the Accord

- Ranking officers reporting directly to the Accord Council, holds jurisdiction over comparably ranked officers of the three factions.

- Members are taken from the individual factions and undergo service through that given faction’s Military as usual. However, once training has been complete, and if a council vote allows them to, they are allowed to enter the service of the AJ-AG, otherwise known as the Jag Corps.

- Once in service, progression is often slower than with an individual faction’s military, as additional training is required by the Jag Corps, as well as requiring Council approval at each rank.

- Members of the Jag Corps can override another officer's order if necessary. However, it will result in a Council hearing to determine the validity of the action taken.

- Jag Members are given training in Investigative Techniques and Criminal Justice as a requirement of their membership, alongside similar courses. Each member is expected to act in a number of Judicial roles when called upon. This is done to help eliminate bias when decisions are made between groups.

- Upon entering the Jag Corps, members are no longer considered part of any of the three factions. Their property is transferred to independent housing in either the Accord area or in a mixed zone, unless special permission is given.

- Members of the Jag Corps are often placed in observatory positions in the field, as their reports inform the council on possible problems in their jurisdictions, as well as higher ranking members being able to deal with situations themselves.

- Members of the Jag Corps are each trained specially depending on their skills, allowing for a wide degree of diversity among the membership.

- The Jag Corps are first and foremost an Internal Security/Oversight organization. While members can be deployed externally, these are usually to monitor field personnel.


Accord Intelligence Center:

- AIC is a group acting directly under the Council that's primary purpose is gathering information on enemy groups such as Warlords and Pirates and helping to use that to defeat them.

- While the Jag Corps handles internal security and intelligence, AIC primarily acts externally on outside threats.

- Information from AIC goes through the Council, who uses is when assigning missions and directing the group, as well as their own factions.

- Members of AIC are taken either from the Jag Corps or under a recommendation from a Faction Leader or similarly placed official, with council approval. Former members of the JAG Corps and faction defense forces are usually tasked as agents while other members not in the military are used as directors and observers, although these are fairly loose guidelines.

- AIC members often undertake deep cover assignments, as well as surveillance and infiltration. They are, however, not strictly bound to these.

- AIC members go through fairly rigorous background checks as well as psychological evaluations.


Arranged Mercenary Services:

- The Mercenary Service is responsible for the hiring and assignment of outside mercenaries.

- Mercenaries are hired on an individual basis after background checks on the subject.

- Smaller jobs are given in a tiered fashion, getting progressively bigger as more missions are taken, unless an outside specialist is needed.

- The credits are paid partially upfront, with the rest given upon completion. Penalties may be applied for the quality of the mission completed.

- If a mercenary shows good work and a willingness to, they are given the opportunity to join one of the Accord factions. Exceptions can be made for earlier involvement.

- AMS is also in charge of hiring and deploying mercenaries from within the factions, both in their home and abroad, coordinating with groups like the Mandalorian Clans, the Free Merchants Guild, and the Holy Design Collective.


Allied Support Union

- The support union provides the spine for the Accord, taking care of communication between the groups, resource management, and other non-military/intelligence duties.

- The Support Union controls the deployment of doctors to station on Navy starships. As these doctors hold no actual rank, they have special designation as a Provisional Lieutenant

The Mandalorian Crucible:


- Formerly one of the most brutal and fierce groups around, the Mandalorian Crucible, headed by Clan Tsuani, is now attempting to mold themselves into an effective peacekeeping force, utilizing their former skills to crack down on tyrants and warlords. Rising to a position of prominence in Mandalorian Society, the Crucible lead several campaigns in the Rim, each time crushing their foes with incredible glee. When Bria Tsuani, a high ranking member and wife of the clan leader Kole Tsuani, murdered her husband accidentally during a dispute, she took control of the clan unwillingly, and, changed by the death of Kole, attempted to reform the group. Civil war broke out, and her faction ended up fleeing.



Clan Tsuani: Headed by Bria Tsuani, Clan Tsuani stands at the center of the group, maintaining order amongst the other clans and controlling the interests of the group.


- Clan Tsuani allows each clan to control their own interests, due to the extreme control Tsuani held over them before their inclusion in the Accord. However, they are held to the rules of the Accord and the Crucible concerning their conduct, and due to the interaction of Mandalorians between clans, it isn’t difficult to keep tabs on the other clans.


- All member clans of the Crucible are required to provide soldiers for the defense of the Accord. This force is run by a general elected by the clans. He is represented on the Council as one of the Mandalorian delegates.


- Clan Tsuani organizes advanced training amongst the group, which is considered mandatory for ranking army officers.


- Since their inclusion in the Accord, more and more members of Clan Tsuani are choosing to go into fields other than combat. However, the vast majority of the clan is still, primarily, military.


- Clan Tsuani is attempting to actively assist other clans in adapting to their new environment, with some hardships and varying levels of cooperation.



Supercommandos:


- The Supercommandos are a small, elite group made up of members of every clan in the Mandalorian Crucible.


- These soldiers are considered an elite vanguard for the group, taking the most dangerous of assignments and acting in essential roles.


- They follow a rigid discipline structure with heavy punishment for disobeying orders or showing cowardice.


- All Supercommandos are housed together and spend most of their time training, drilling, and practicing.


- The Supercommandos act more similar to the old Crucible than the new iteration of the group, and are thus kept tightly in check by the JAG Corps and overseen by Clan Tsuani.


- Supercommandos are often recruited to the Military and contracted out by Mercenary Services for specialist missions.



The Army:


- The Army is primarily comprised of Mandalorian Soldiers taken from each Clan in the Crucible.


- The force is additionally bolstered by enlisted personnel from the other factions of the Accord, like the Initiative Tehno-Guard and the Skyline Enforcers.


- The Army is lead by a Mandalorian Prime General, elected by the Mandalorian Clans and approved by the Council. This is done considering the vast combat experience the Mandalorians draw from.


- This Prime General works alongside the Grand Admiral of the Navy and the Head Designer to coordinate asset allocation and deployment.


- Soldiers in the army advance through ranks coinciding with the Navy, although their command branch and jurisdictions are separate to their Navy counterparts.


- Regardless of rank, when deployed statically on a starship, the ranking army officer reports directly to the ships Captain.



Mercenaries:


- A large percentage of the Mandalorian population engages in mercenary work.


- A moderate percentage of that does only Mercenary work, while the rest do it to earn extra money or to hone their skills on the side of their chosen profession.

The Initiative:


- Formerly a violent technological cult, The Initiative began as a research and design group, creating innovative designs for sale to outside groups. As they grew, their company began to view technology on a pedestal, eventually forging a doctrine, elevating the design of technology as a higher form of expression. Their doctrine became more and more violent over time, eventually ending in them manufacturing and using deadly weapons themselves in crusades. Seeing how their religion had become corrupted, one of the High Priests took his followers and other religious dissidents and fled.



The Leadership:


- The High Elder is the leader of the Initative.


- The High Elder is selected by their successor during their own tenure as High Elder. They can be selected at any time, and changed up until the High Elder’s death.


- A political representative, known as the Prime Overseer, is elected by popular vote, and serves with the High Elder.


- Together, the High Elder and Prime Overseer work together to control the Initative, The High Elder oversees matters concerning religion, while the Prime Overseer handles coordination of the group and politics.



Holy Design Collective:


- An organized group of designers and manufacturers dedicated to designing and building technology, and are contracted by the Accord.


- Mostly working in separate locations, each workshop receives instructions from the Head Designer and his staff, who work directly under the Prime Overseer.


- Each workshop can submit their own designs for approval to the Head Designer. If he or she satisfied with its quality, it will be put into production by council approval.


- Due to the lack of bulk manufacturing equipment, production can often be slow, and quality can vary, although technology made is always functional due to the high skill employed by the Initiative.


- The Council can request outside designs be made, but this is usually frowned upon by the Initiative and the Collective.


- The Head Designer can allow outsiders into the group. They aren't made members of the Initiative, but they can submit designs and assist in manufacturing.



The Tehno-Guard:


- The Guard is a sect within the Initiative. Most members are former moderates of the Old Order, still willing to kill to preserve their religion, if not to further it.


- The sect itself is fairly diverse in it’s views, bound by their nature in combat, and lead by a Warrior-Elder. This does lend itself to division within the group, although it’s not usually a problem.


- They’re often tasked by the High Elder with assisting in the security of the Zone, although they’re frequently accompanied by Mercenaries or soldiers.


- Not all disciples willing to fight join the Tehno-Guard, choosing to instead stay with their own groups.



Skyline Dragons:

- Formerly a notorious criminal syndicate, the Skyline Dragons began as an elite group of pilots. Over time, it became harder to make ends meet, and they turned to piracy. They became involved in many illegal activities, such as slavery, narcotics, and piracy. Under the Skyline Cartel banner, many rural worlds were blockaded by their armada , with their populations forced into slavery. After the brutal treatment of one off the larger families home planets, a movement was formed. Soon, all out civil war began, with the Separatist attempting to take whatever they could and run. This eventually happened, but the group was battered and beaten. They joined the Accord partially out of necessity, and are now trying to maintain itself under their strict rules.


The Iridian Consortium:

- The ruling 'family' of the Skyline Dragons. They began the movement to break away, and so attracted many of the more impressionable members of the organization.


- During the movement, they attracted many of the more impressionable gang members. But, many malcontents, anarchist, and rebels joined with them. The group is in a near constant state of disorder comprising of Enforcers, Pilots, and Lieutenants all with their own motives.


- The group is lead by the Head of the Family, known as the Father. However, since this family leads the entire group, they are home to the Grandfather.

- Within the group are several other fathers, denoted by the suffix " ------ removed" to indicate rank, with a higher number denoting a lesser position. These are the lieutenants for the group, and manage smaller gangs.

- Each gang is comprised of children, or the common gang members.

- Each Father has control over their own group, with the Head of the Family keeping control over all the groups under him, with each of the smaller groups giving him a cut of the profits for the whole group and his personal gang.

- The Grandfather, like the Father, has control over all the groups. However, he primarily keeps control over his own Family, only interfering in the other groups when necessary.


The Free Merchant Guild:

- The Guild is comprised of a large number of transport pilots and smugglers that have banded together for their own benefit.

- These pilots as a whole have come to possess fairly substantial influence over the group, and most commerce pilots have to go through them.

- It's possible to obtain independent work, but the Guild has fought hard to make a near monopoly of trade in and out of the asteroid, and companies within the Void usually have to give a fee to the Guild to transport goods. However, the Guild fiercely protects its trade, and most things transported out are guaranteed to arrive safely.

- The Guild is required by the Iridian Consortium to give it a share of its profits, like every other gang within the group.


The Families:

- Each family is independent of the others, answering only to the Grandfather and settling their own disputes.

- Most families specialize in a good, service, or otherwise, although there are a scattered group of mixed families.

- While most families have converted to legal activities, many still have illegal side businesses. The JAG actively try to crack down on these, although more minor offenses are often overlooked.
