He's also making some poor (imo) decisions, and judging by the reaction from the Sith, i'd say that people agree with me on that. Forget Dakar's plans inside plans, what the Sith are seeing is a former Jedi Grandmaster closing the Sith to new recruits, and telling everyone who is left to decide amongst themselves who is to be his new apprentice. Considering that the Sith are...well, they're Sith, violence always was going to happen.
Therefore, from Xiantos' current course of actions, and from public views and knowledge on him, it would seem to many that he is trying to bring the Sith down from the inside. Considering his considerable time as Grandmaster, that could be very plausible.
