Is it possible to create a character that is unknown in species? I was planning on them having a cloak and mask on at all times to keep them mysterious.

Yes, I believe so although the character themselves would know what their species was.

I don't think so. Others have tried in the past, and I believe the admins told them it wasn't going to fly. You have to put down your character's species in the profile sheet, even if he wears as many layers of concealing clothing as Darth Vader cosplaying as Megatron. And (not saying you were gonna do this, specifically), it wouldn't work if you wanted your character to be a new, fan-made, species of your own. In other words, a species not made by LucasArts.

Hmmm.... I believe it's best to get the okay from an admin. I think that the species should be filled out, and it is left up to your writing in threads, background, and appearance to supply the mystery. Mainly, it is to protect other writers from anyone who might decide to change the unknown race between different RP threads. This is not to say that you would do that, but there are people that might and it's usually best to err on the side of caution.

Sorry, @Reidly. There are other ways to give your PC a mysterious persona. It's all about the way you RP him/her.
