Doesn't the first page tell you what is taken, and by whom? All nations known in the modern time are allowed, fyi. Some are better choices than others, though.

Considering as what went on between these states and the Russian Soviet Federative Socialist Republic, Georgia and Belarus are no longer available.

Georgia is still available, though only as a government in exile.

Not that anyone would want to play as Georgia anyway...
