I believe that there is only one prime position, and mand'lore fills that position nicely.

we can promote people to primes but at the moment no one has really gotten that honor, Mandalore as prime is just an alter ego like Bruce wane=> Batman.

Primes are elite of the elite and have essentially gone above the call of duty, or have basically contributed a lot to the faction. not something you can just start off at. Besides almost all new Mandalorians that are new characters highest start off at Sargent Ranks. Unless granted Navy rank for commanding a vessel then currently highest rank is captain. Until the Roster patch is up that Johny is working on and the board update.
