Mh, perhaps a PM in Saul's direction(his planet, his government, his possible resistance/conversations with us ICly) could get this started. Though any threads would need to wait a few days before beginning.
Employment is a better choice than war, especially after announcing an open declaration against the GA - an receiving the inevitable invasion of retaliation to that proclamation.
I would heavily advise building ties with Saul, as it seems his descriptive literary capabilities are on point with his writeup, and seems like a relatively new, and potentially useful, player. I would more seriously encourage building a CA and Lamian story line, perhaps opening with a trade and business transaction with the Lamian government and the patrolling forces that follow the Rakatan Expansion Path, built originally by Alex Dregar and myself. Additionally, if things ride along smoothly, it could be possibly to offer protective forces to escort any shipment of trade goods or resources that are agreed upon - I would discourage any subterfuge or deceit in these dealings, nor enforcing any type of occupation or planetary defense fleet.
If that is one of the products requested by the Lamian government, an arrangement could be made from that point. Trying to force an 'unofficial military presence' above any neutral system (especially created by a player) could turn catastrophic, or lead Chiss forces straight into a trap, if Saul chooses to side with the GA. Do not trust without reason, and do not offer resources without compensation.
