Guin glanced at the clock on the wall, wondering what her next meeting might entail. She'd scarcely any information on this new and upcoming Senator other than the compiled report neatly put together on her desk. Obviously, she could put one and two together from this, but the curiosity remained as to what their plans were for it and if her involvement truly ended there.

Her office was spotless and well-kept, with nothing out of place. It was in fact the first time she'd met with a politician, as dreadful as that might be. At the very least they would have one thing in common, their trade in secrets and deception.

All that remained was for the subject to arrive and provide the context she was surely lacking.

For someone that was inside a building of the ISB, Xylan was very calm. He had nothing to fear, since he had done nothing that would force an investigation. Instead, his presence there was to make a denouncement. The Senator had learned something that would interest the Overseers.

And perhaps give him some more points.

Senator Shrialla, you can enter.” the secretary said, snapping him out of his stupor. Xylan nodded and immediately rose from his seat. During this entire time, Zanah had been waiting next to him. However, the Politician had ordered her to stay here while he talked with the Overseer. He would be safe without her.

This building was probably the safest place inside the entire Empire.

Once he was inside, Xylan saw the Overseer. She was young, probably had his age. “Hello, Overseer Guinevere. Thank you for receiving my report.” he smiled friendly at her, before taking a seat. “You probably read it already, so I’ll go directly to the matter. During my recent diplomatic mission in Telos, I found some documents that pointed to Imperial citizens that harbored Sith sympathies.

The Overseer sat quietly in her chair as the Senator made his entrance and began to explain the situation that had arisen and thus required her intervention. With a polite smile, she would rebut just one thing. "Overseer Delevigne." As the more formal procedure was to address an officer by their rank and surname, although she wouldn't press him further over it given it wasn't very likely that he'd read her file.

But she had certainly read his, however short that it was.

"Quite right that you would turn this information over to the ISB, Senator." Plying the report open, she briefly glanced over the information before returning her gaze his way. "But I don't see you coming all this way just to repeat what's in here, so indulge me, if you will."

Xylan smiled, pleased with the fact that the Overseer wanted to go directly to the point rather than moving around in circles by exchanging pleasantries. If more politicians were like her, his job would be far easier and diplomatic missions would be short. He wouldn’t complain, given how dealing with some individuals of these circles could be frustrating.

This is true, I requested this meeting because I need the ISB support for another thing.” he said, before passing a datapad to her. “The recent events regarding the refugees from Coruscant inspired me to propose the creation of an Imperial Refugee Relief Bureau to help with disaster aid, relief fund and resettlement. This would be the Imperial alternative to movements such as the ISCRA.

I also hope that we can extend this service outside of Imperial borders, showing to the rest of the Galaxy that the Empire isn’t the villain that they like to paint us as.” it would be a great improvement to the Imperial public image outside their frontier. “I brought it to you because this service will need the support of the ISB to maintain the security and to control the flux of refugees. We don’t want terrorists using it to move around.

He waited until the Overseer read all the details in the datapad. Xylan was confident that she would agree with it. Such project would be incredible for the Empire. If the ISB gave it a green light, he would seek the funding with the Muuns and present it to the Moffs.

As predicted, the senator had approached with an ulterior motive. She'd file a request for some agents to follow up with the first thing he'd raise, but the latter had caught her attention.

Taking a look through the information on the data pad, it was quite obvious why the ISB's involvement was not only necessary for security, but also one of control. In addition, he was quite right that the last thing they needed was to open up an easy route for terrorists to access imperial territory, intentionally or not.

"I can authorise an ISB attachment to assist you with creating the pilot programme, but eventually this will need the sign-off from my superiors." She handed the pad back to him. "Assuming everything goes well and there are no major incidents, I can see this being expanded."

As the main political backer of the project, he would be responsible for where they started it and the process of establishment. Guin would make sure that he and the others were safe.

Xylan smiled with Guinevere’s positive answer. Convincing her wasn’t so difficult, after all. She without any doubt had understood how the program that he wanted to make would benefit the Empire. “Thank you, Overseer. The support of the ISB will be essential for it and many citizens will be helped by it.” his career would also gain greatly with it, but he wasn’t going to say that.

I believe that some ISB agents need to be integrated among the staff of the Bureau. They would be responsible to inspect the past of any refugee that is accepted.” Xylan continued giving more explanations about how he thought that the Security Bureau should participate in his project. “Regarding helping other planets outside Imperial space, I’m not sure if we should do such investigations with them.

The other reason why I want to implement this project is to establish the idea of victory without war.” he explained, pointing to the datapad that she was holding. “The Imperial war machine is very important, but I believe that we could reach neutral planets through peaceful ways. I want it to peacefully provide aid to people and planets, and to help those generally in poverty. By winning their hearts, we can proceed to win their worlds.

While the Diplomatic corps are capable of winning governments to the Empire, I think that the way that they act is too cold to the common citizens.” Xylan didn’t care much about them either, but they could be useful levers for his career. “In cases of planets becoming Imperial, the relief force would immediately come to help the poor.

Guin listened to the ideas that the senator presented, many holding merit while others she wasn't sure on. At the very least, the project could be started while they worked out the fine print in the background, so that wasn't a pressing issue at the moment.

"A noble cause, which I'm sure will win some hearts and minds." She nodded in agreement to his latter statement. It wouldn't convince the hardliners, but so long as the majority agreed, it didn't matter.

"The ISB could offer to support neutral worlds in monitoring miscreants at their discretion, which would surely earn us some brownie points if we proved useful." With how little effort it took for a disgruntled employee to purchase a blaster, it was certainly easy to find targets.

"Do you envision encountering any difficulties getting this programme running?" She wanted to make sure that he knew the kind of red tape dramas he was setting himself up for, both inside and outside the empire.
