Neither were too big of military commanders. O'Neill commanded a four man group and occasionally 20 or so, and the guys from Dune were just kind of a skilled army and not clever strategists.

Also, vote is hands down for Adama. Who else can drop a several thousand ton warship into atmosphere, deploy fighters while falling with gravity, then jump straight into combat with enemy capitals. Adama maneuver is balls.
