Well that doesn't really count though....I'm sorry, but you argument is completely invalid. I grew up fluent in German, with a heavy German accent, by the time I was 10, I had grown out of it. I now have a North Dakotan accent, having lived here only 2 years.
You said you lost the german accent by 10? that means you started learning english several years before that, as a boy. The younger you are, the easier it is to learn new languages and new pronunciations.
And I don't know if I could distinguish a North Dakotan accent from a South Dakotan from a Wisconsonian or Montanian.
