The shinobi hierarchy has fine lines drawn, unlike that of the samurai. This is mainly because the missions given to them must be performed correctly without damaging their limited resources. Shinobi are to be non-existant in the world, the power truly is in the hands of the Shōgun. The shinobi are split into four main categories and three classifications. The main categories are Genin, Chûnin, Jōnin, and Ninja, while classifications include the Shinobi Lord,Guardian, and Hunter. All shinobi are categorized as Genin, Chûnin, or Jōnin. The only exception is the Ninja.
Shinobi Lord
The shinobi lord is the ninja-equivalent of the shogun: he has the utmost authority over the shinobi community. Lords are generally chosen by past ones, although leadership can be changed through challenges from a clan against the lord. Failure to defeat the present shinobi lord prevents the challenging clan from issuing another challenge for 100 years.
Nine Guardians
They have the greatest authority over any individual, except for the Shinobi Lord himself. It is unknown how a guardian is chosen. However, a member of this elite group is said to be able to accomplish almost anything within reason. All guardians are highly loyal to the Shinobi Lord, and would sacrifice themselves to protect their leader. Apart from that, they can also serve as councilors. It is rare for a guardian to be sent on a non-covert mission; however, the presence of one boosts the morale of allies and invokes fear within their enemies. Many consider the Guardians the symbol of shinobi.A guardian is easily recognizable with the signature nine-petal lotus tattooed on their left shoulder.HunterAlthough they are weaker, on average, than the members of the Nine, the Hunters are formidable in strength and their exact numbers are unknown. They are often utilized to hunt down (hence their title) Ninja, and sometimes Rōnin. Because of their dubious nature, many shinobi display a lack of trust in the hunters. It is rumored that they hold 136 members, and the locals dub them "Force 136."
Jōnin
Jōnin are the elders of their village: the superiors. Although many are not of old age, it is customary to show a jōnin great respect.
Chûnin
The majority of the shinobi armed forces are ranked as chûnin. Chûnin are much like captains in the military: they direct small groups of shinobi (unless a jōnin-ranked member is on the team: respect turns to the jōnin as the leader), make important military decisions, or operate alone. A shinobi who is ranked chûnin has, most likely, completed a test in which it recognizes him or her as an adult. With this method, adults could be 15 years old, or even younger.
Genin
Genin are the basic foot-soldiers of the shinobi forces. Newer members are usually placed in this rank, and are taught by chûnin or jōnin-ranked shinobi.
Ninja
If not exiled, they were taught the ways of ninjutsu. A ninja is considered to be a person who is currently not recognized by the shinobi community as a practicioner of ninjutsu. Their strength can vary from a genin to that of a Guardian, making them difficult to leave out in plans.
Westerner Powers
Westerner is a broad term given by the shinobi to foreigners who seek, for religious reasons, to conquer the continent and convert the inhabitants to their way of life. They are, bluntly said, remnisent of the British back in the day. Their military is organized the same day the modern military is set up.
However, their top men, the generals, are often found directing the battle at the front line. The generals are a very threatening group of warriors on the battlefield: capable of slaying an average samurai with relative ease.
They are technologically superior to the shinobi, wielding semi-automatic rifles, pistols, and recently unleashed the power of the carriage-mounted rail gun. They also have warships, armed with cannons. Along with the advanced firearms, they still wield swords, spears, and other medieval weapons of the like. However, the Westerner forces are fighting on unfamiliar terrain - landscape that the shinobi can use to their advantage.
Spiritual Refinement
The abilities of shinobi revolve around the manipulation of the spiritual energy around them. Shinobi can use the energy for offensive, defensive, or other purposes. The Westerners do not understand the reasoning behind it, and see it as components of witchcraft. Ironically, Westerner weapons are considered tools of spiritual refinement.

There are two categories of refinement: Channel and Supportive. Channel refinement involves using the spiritual energy found in conventional weapons, or other tools, to gain the upper hand. For example: a shinobi using a tessen (war fan) can deflect powerful blows from a war hammer with little effort. Supportive refinement is when spiritual energy is specifically used for seemingly magical abilities, such as splitting a boulder in half. This kind of refinement may require physical contact to be used.
