There's a difference between being a citizen and being born on American soil. At least, if you want to run for office.
The constitution states "No person except a natural born Citizen," so you can be a citizen at birth despite not being born on American soil. My mom could run for president despite not being born on American soil as her mom was American and caused my mom to have American citizenship at birth.
