Jasper Holliday was born on a planet in the Outer Rim territories that anyone in the know would call a Shadowport. Llanic takes excellent advantage of the various trade routes that run through it for smuggling and exotic items as well as the usual, with the planet's laws being rather loose and up to interpretation. The kind of place where local forces and criminal groups were needed to keep the balance and the arrangement of things in place.
As a young man he grew up among those kinds of people. Local peacekeepers were only a few steps better than gang enforcers and were easily bribed as part of the system, while truly violent crime was often either cracked down on or, depending on who and why, ignored entirely. Jasper learned to navigate all of this as a man from an entirely ordinary family, as far as Llanic is concerned. His father worked on a smuggler's ship while his mother cared for him and he took jobs ranging from local courier to, as he got over, racketeering and intimidation. It was as a young teen running an unmarked box he got his first nickname, Jazz, from an insectoid sub-boss who couldn't properly pronounce the name Jasper.
His escape came in the form of the peacekeepers themselves, in a way, as their relative wealth and frequency of dealing with criminal elements made training and equipment important. They were essentially a military of their own under a different name. There it turned out he had an affinity for extra qualifications and went through various training, including high scores as a field medic.
After the planet was one of many to join the ISC he was scouted by their own brand of nascent Sector Rangers and, given it would get him off Llanic entirely, he signed up. More training, re-qualifications, several patches for his uniform, and the affectionate nickname 'Doc' given to him by the others in his initial training group.

Once a punk, always a punk. While Jazz isn't the most thoroughly educated fellow he's got smarts in his head and a tongue to match, with quick thinking drilled into him by his homeworld. He's what happens when you turn a scoundrel into a Ranger and even with military discipline that attitude sticks around.
He's Ranger qualified as a medic, CQC, investigation, and marksman. Jazz signs up for any extra courses he can take whenever they open up and is a decent study at practical things. Particularly fond of Sabacc in his spare time, or any form of betting game of chance. Has some 'questionable' skills he picked up back home.
Prefers small arms to rifles by a large margin, having been inspired by the renowned gunslinger Preef Callo, as well as for their ease of use and carry.
Proficient to different degrees with most standard military weaponry. Mediocre pilot combat pilot. Speaks different Outer Rim languages with varying levels of proficiency. Alarmingly good with knives.
Friends call him Jazz. Squadmates call him Doc.
Takes courses over the holonet using his Ranger benefits.
