Commander Jal Widase sat, steel-faced, as the the broadcast flickered to life. He sat in a high-rise office in Dac City, the coastal world that sat upon one of the ocean world's many speeches. It was a bright day, the cameras capturing the endless, bountiful ocean behind the room's glass windows. They stretched far past the horizon, as blue-green waves rolled gently towards shore. Beside Widase's shell-like desk, the flags of Mon Cala Shipyards and the Free Worlds Alliance were plainly visible. He sipped from a glass of water before speaking.
"Good afternoon," his steely façade melted into a smile. "I am Commader Jal Widase, military attaché to the Mon Cala Diplomatic Mission to the galaxy. The Crown of Mon Cala would like to formally thank the Independent Systems Consortium for their decisive assault against the drug-trafficking, criminal stronghold of Kessel. In doing so, they have acknowledged what many of the common people of the Galaxy already know to be true: That organized crime is one of the greatest threats to galactic civilization and decency throughout our shared histories, and that bold action to uproot these syndicates provides a common good to the galaxy." He nodded his head towards the camera, to further show his respect for their actions. "However, it should not fall to our friends in the ISC alone to dislodge these deep-seated criminal organizations. We each have a role to play in the fight against corruption; by working together to fight this evil, we can multiply the effectiveness of our individual forces and bring peace to the long-oppressed denizens of criminal-run space." He shuffled a group of papers in his hand, bearing the official seal of the Crown.
"That is why the Kingdom of Mon Cala intends to announce a resolution to before the Galactic Senate to create a Joint Anti-Syndicate Taskforce, endowed with the power to root out and destroy organized crime across the Galaxy."
"In addition to this legislation, the Kingdom of Mon Cala hopes to set a precedent amongst its fellow Member Planets by volunteering its own naval assets to join the Independent Systems Consortium's existing forces. Today, our navy is occupied with piracy, corruption, and crime originating from the lawless 5 Syndicates-run systems. Only with a firm, unified response from the Galactic Senate can we ever hope to make progress as a galaxy." He balled his hand into a fist, setting it firmly upon the shell desk.

Acknowledging the widespread criminal racketeering across the Galaxy largely originates from criminal enterprises largely housed outside of Senatorial space, together known as the “5 Syndicates,” composed of the Black Suns, Crymorah Syndicate, Hutt Clan, Crimson Dawn, Pyke Syndicate, and their various associates,
Determining that the seats of power for these 5 Syndicates are the following worlds: Kessel, Toydaria, Saskiya, Nar Haaaska, Varl, Nal Hutta, Nar Shaddaa, Rorak, Circumtore, Hollastin, Ylesia, Rilieb, and Nar Kaaga,
Condemning the 5 Syndicates for their repeated crimes against sentient life, including (but not limited to): Forced enslavement, drug trafficking, murder, corruption of public officials, piracy, racketeering, infiltration of legitimate businesses, loan sharking, tax and stock manipulation, and environmental degradation,
Recognizing that factional, jurisdictional, and national differences between New Republic (NR), Free Worlds Alliance (FWA), and Independent Systems Consortium (ISC) Sector Rangers inhibited the thorough and rapid investigation into President Emryc Thorne’s abduction by 5 Syndicates Pirates,
Reaffirming the 5 Syndicates’ role in the creation and spread of the AMS virus across the rest of the galaxy, resulting in the deaths of billions of lives and the creation of a joint AMS task force by this Senatorial body,
Celebrating the ISC's initiative in rooting out organized crime, one of the greatest, most pervasive threats to life, liberty, and prosperity to sentients from the Outer Rim to the slums of the Core Worlds, through aggressive intervention,
Defining the Galactic Senate’s unique role in promoting peace, stability, and the rule of law across the galaxy, including through its oversight of all branches of Sector Rangers, all of which are threatened by the Syndicate’s continued existence,
Resolving to combat this widespread problem of organized crime,
Acting under the power vested in it by the Galactic Senate, the Executive is charged to implement the following:
- Joint Taskforce Creation
- Calls for the creation of a galactic Joint Anti-Syndicate Taskforce to support, advance, and centralize ongoing police action, investigation, and military intervention against the 5 Syndicates seats of power
- Decides that Galactic governmental bodies may voluntarily commit their own police, military, or civil resources to a joint taskforce focused on:
- Rooting out Syndicate corruption within Galactic bodies
- Militarily intervening on Syndicate worlds, adding firepower to the ISC’s own
- Overseeing the transition of former Syndicate worlds to civilian hands, with government structures decided via referendum by citizens of these worlds
- Allows for any governmental body within and without the Galactic Senate to commit its own resources to this taskforce. In this way, this body need not be limited to the Free Worlds’ Alliance, New Republic, and Jedi Order.
- Ranger Commitment
- Decides that the different jurisdictions of the Sector Rangers come together under this Anti-Syndicate Taskforce, allowing for speedy communication, shared intelligence, and joint enforcement and punishment of Syndicate leadership’s repeated crimes against sentient life
- Decides that all Member Planets of the Galactic Senate formally support the Joint Anti-Syndicate Taskforce, and allow, without delay, the Task Force’s investigation into pertinent criminal activities across Member Planets to avoid future jurisdictional friction
- Diplomatic Censure
- Decides that any ‘official’ diplomatic presence from worlds under 5 Syndicate Control will be disbarred by all Member Planets without delay, and urges all Member Planets to restrict the shipping and trade of non-essential goods to Syndicate worlds
- Note: this legislation defines “essential goods” as food, water, fuel, and legally-regulated medicines
- Decides that any ‘official’ diplomatic presence from worlds under 5 Syndicate Control will be disbarred by all Member Planets without delay, and urges all Member Planets to restrict the shipping and trade of non-essential goods to Syndicate worlds
