I remember reading an article that Capcom, along with several other Japanese based VG companies, are in deep financial troubles. Western titles are smashing their stuff out of the water and all of their big games are falling ridiculously short of their mark.
So much so it's just constant rehashing.

The company that made Mega Man, Resident Evil, Dino Crisis, Ninja Gaiden and Street Fighter, they should be able to keep up, not releasing half finished games in the hope people will pour more money into their games and not silencing others showing the truth behind their fraud.

If I remember right, a large chunk of the problem is that the people at CoJ have something akin to a lifetime contract. Their job security is pretty much guaranteed so there's no motivation for anyone there to put effort into their work or to care about the company. There's no reason to take risks or to try and branch out into other genres or do new things. There's actually a policy in place that says that 70/80% of all production has to be geared towards sequels because of the ease of development.
Dead Rising and Lost Planet? Those only exist because the production team went 300% overbudget on the proto demos, creating an essentially complete product that made no financial sense to cancel.
Toss in a dose of xenophobia and you've got a stagnant company that doesn't want to believe that they're behind the times. It's a big mess, really.
