I would have to vote Thrawn in terms of tactics, rudelesness and calculations. Being always a few steps ahead, planning for all events. That being said Picard is probably the better leader, leading by example and easy eager to motivate his crew.

But if both pitted against eachother in a fleet battle I believe Thrawn to comeout ontop.

Thrawn. He is a pure tactical genuis and has the enitre Imperial Navy at his command. Picard has the Enterprise thats it. Even in a one on one ship battle I think Thrawn would still win.
