"Citizens of the Galaxy. In these trying times of war and unrest, we must ensure that basic civil rights are protected. The right to shelter, to privacy. To health and nourishment. To liberty and protection from violence. It is therefore my solemn intent to create a new organisation that will provide humanitarian care and resources to Outer Rim Worlds, so that the basic needs of food, medicine, shelter, and communication."

Galactic Outreach Program Act​

AN ACT
To provide for the establishment of a permanent program of humanitarian aid, to provide for basic needs health, and security, and for other purposes.
Be it enacted by the Galactic Senate in Congress Assembled, That this Act may be cited as the "Galactic Outreach Program Act".


Declaration of Purpose​

SEC. 2. The Galactic Senate declares that the maintenance of social justice in the Galaxy and the right to commodities such as food, medicine, and apparel, is in the interest for the survival of local and planetary communities; that the current situation involving conflict and violence causes hardship to individuals and their families, communities, and enterprises; that to overcome this problem, the Senate and the representatives of its constituent members, in conjuction with those planetary governments that require it, should establish the tools, budget, and administration necessary to assuage it; And that the Senate should cooperate closely with industries, institutions, and individuals to bring about a lasting securing of a just and humane quality of life.​

Galactic Outreach Service​

SEC. 3. (a) The Senate shall create the Galactic Outreach Service (Hereinafter the 'GOS'), and appoint in it, with advice of the Minister of Social Affairs (hereinafter the 'Minister'), its Chairman. The Chairman shall have a recompense at the value of the salary of the Assistant Secretary of Social Affairs.​
(b) To oversee the GOS, the Minister shall appoint a Advisory Committee on Outreach Services, which shall consist of 25 members, chosen from representatives of social services, agriculture, and planetary governments, along with 3 members chosen among the general populace. The Minister shall appoint from among the members a Chairman. The Committee shall perform the day-to-day duties of the Service, pertaining to administration and finances. Such Committee will meet no less than four times each galactic year.​
(c) The GOS shall have authority to confer with representatives of industries, enterprises, or local governments, who can assist the Service in the carrying out of its duties.​

Eligibility for Outreach Programs​

SEC. 4. (a) The GOS shall receive as budget a yearly appropriation of ₹467,688,359,841. This shall be granted by the Minister of Finance, in agreement with the Minister of Social Affairs, in the yearly budgetary estimate of the Social Services. The Budget shall be differentiated into the following funds:​
  • ₹310,367,481,957 will be appropriated to Outreach Programs, including:
    • Food Provisions
    • (Potable) Water Provisions
    • Apparel, Heat, and Sleeping Provisions
    • Construction of temporal or semi-permanent Shelters
    • Medical Services, including
      • Emergency Medicine
      • Obstetrics
      • ENT Doctors
      • Psychologists
      • Revalidation
    • Interstellar Communication Services
    • Education Services, including:
      • Pre-school Services
      • Minor Education
      • Occupational Training for Adults
    • Communal Services, including:
      • Entertainment Services
      • Sport Services
      • Cultural/Spiritual Services
      • Information Services
      • Democracy (Access to Local Government, establishment of Municipal Councils)
  • ₹80,247,362,826 will be appropriated to Military and Security
  • ₹52,856,417,782 will be appropriated to Reconstruction and Redevelopment
  • ₹11,145,461,273 will be appropriated to Logistics & Administration
  • ₹10,574,615,952 will be appropriated to Research & Development
  • ₹2,476,251,426 will be appropriated to Marketing, HR, and Recruiting
  • ₹20,768,625 will be appropriated to Facility Maintenance
(b) The GOS will establish Outreach Programs in every area where (1) The Minister finds that the quality of life has been below at least-​
(A)20% of the Galactic average for two preceding galactic years, or​
(B)40% of the Galactic average for the preceding galactic year, or​
(C)60% of the Galactic average for the preceding six months.​
and;​
(2) Where the Minister finds that calorie intake averages has been below at least-​
(A) 1,500 for both men and women, for the preceding two month, or​
(B) Below 1,000 for both men and women, for the preceding month, or​
(C) Below 600 for both men and women, for the preceding two weeks.​
and;​
(3) Where the Minister find that homelessness rates has been at least-​
(A) 30% per square kilometer, or​
(B) 50% per 500 square meter, or​
(C) 80% per 100 square meter.​
The Minister shall be tasked with finding the facts and providing the data to be used by the GOS in making the determinations required by this subsection.​
(c) The Minister will also establish Outreach Programs in those areas which do not meet the requirements set forth in subsection (b), but which he determines are among the areas with the highest numbers of (1) poverty, (2) unemployment, and (3) homelessness.​
(d) Upon the request of the Minister, the Ministry of Agriculture, the Ministry for Education, the Minister of Finance, or any such heads of agencies as may be appropriate under this act, are authorized to conduct specific research and studies for the procurement of such information as may be required by the Minister. The Minister will reimburse them when appropriate, by the funds set aside for Research and Development.​
(e) Whenever the GOS shall determine that development levels within an area receiving outreach funds have changed to such an extent that such area is no longer eligible for the designation under subsection (b) of this section, no further assistance shall be granted under this Act, and for the purposes of this Act, the Outreach Program received in that area will be deemed to have been terminated: Provided, That nothing transpiring therein shall (1) cause the area to be in need of Outreach again as determined under subsection (b), or;​
(2) that such an area has since been vacated for at least-​
(A) 60% of the original population in the preceding year, or​
(B) 90% of the original population in the preceding three months.​
or;​
(3) that such an area has since become uninhabitable as determined by the Galactic Habitability Standard.​

Information​

SEC. 5. The GOS shall aid outreach areas and other areas by providing to individuals, communities, industries and enterprises within these areas with technical assistance, information, developmental research, or any forms of assistance, information, or advice which are obtainable from the planetary and galactic authorities, for the alleviation or preventing of conditions of malnourishment, disease, poverty or homelessness. Such assistance shall also include studies evaluating the effectiveness of outreach programs, the local basic needs, and the opportunities of economic self-sustainment. Appropriations are hereby authorized for the purposes of this section at ₹691,475,372 of the R&D Budget.​

Application of Act​

SEC. 6. As used in this Act, the terms "Planet", "Planetary Government", and "Galaxy" include the sectors, planets, stations, and otherwise political bodies under the jurisdiction and control of the Republic, Free Worlds Alliance, or Independent Systems Consortium.​

Enactment of Authority​

SEC 7. This Act and all authority conferred thereunder shall be enacted upon the popular vote, requiring average majority, and shall be terminated by the standard procedure to repeal such Acts of the Senate.​
