Well, when the Jedi Council attempted to see his future, one of the outcomes was him committing suicide in prison, so he'd probably be seen more frequently than the average prisoner under such circumstances.

The 'Rex is aware that he has caused you many problems in the past, Ruukie-pie. But, characterization marches on with the progression of Rexodus, so if we could put that behind us, that would be greeeeeeeeaaaaaaaaaaaaaat.

Kreed hasn't even hit the 10 year mark in his sentence, and the Council has bigger things to worry about than a crazy cyborg who's safely locked in a box under security that would be impenetrable to anyone without very extensive training in the ways of the Force. While it's ultimately up to Sreeya, I'm in favor of leaving Kreed in his cell.
