Obviously present time. I'm thinking New Orleans(Katrina never happened) if Vampire, Somewhere in Europe(In Greece or Rome) for Mage, and somewhere in central US for Werewolf(Something with ties to Indian culture).

You'd have to know the various clans and bloodlines, but no game mechanics are required.
