He's gonna be a guy who gets real big and real small. Not expecting the world of him. Unless they give him like lasers and stuff? But then he is basically discount Iron Man.

The way he was talking toward the end of the episode, it sounds like he's going for more discount Iron Man. At least, that's the vibe I got while watching that scene. I know nothing of ATOM prior to watching this show.

The Atom is basically Antman. He has size changing powers with proportionate strength to his size.
Brandon made me aware of the fact that the Arrow team actually didn't want Ray Palmer, but originally wanted Ted Kord aka Blue Beetle who is actually a gadget and tech based hero and in a non-Kord iteration is basically Iron Man. So I could see them blending both the Jaime Reyes Blue Beetle and Ray Palmer's Atom into some guy who shoots lasers, possible super strength, and changes size.

Cool little fan-made poster. The general consensus is that they're using the Lazarus Pits.
I'm wondering if this entails that the Arrow will come out with some sort of superhuman enhancement, or even turn him into a villain (which means Roy Harper takes up the mantle for a while).

I more favor the idea that he has to sort of retrain ala Batman in Knightfall. So initially he will be a little crazy, but he'll get his shit together along with the help of whoever saved him.
But yeah the theory that, most likely Merlyn, uses this vulnerability to maybe slip him some of that drug he gave Thea or Hell if Ra's was impressed and decides to take him and try and rebuild him from the broken man he is much in the way Jason Todd's story goes.
Per superhuman enhancement I really hope not.
