Well, he just sent him there to be a representative. Technically, he'd be the number two if Apollo attended, but that's just how the Chiss would interpret it.

Guess I was hoping for a reunion between Dorann and Corden, but at least I still get to finally have Vendis meet up with Apollo :D

Well, that's actually going to be one of the main discussions, if they decide to attend or appoint a representative.

Due to Zach OOCly being gone, I'm gonna retcon this a little with the head of the diplomatic corps., Heliel, leading the meeting rather than the Grand Imperator.
