After my last post I'm running low on encouragement, but here goes.
That kind of faction would be immeasureably useful, not only for what I'm planning, but for other groups as well. However, you would probably need to be upfront with a FL that you've got peeps infiltrating, so as not to get called cheap.
Wouldn't have to tell them who, just inform them as a courtesy. I think it'd be awesome!
Failing that, I'm planning on having an intelligence division in my faction for... reasons. If you give up on a faction just for it, you're welcome to come into my totally-not-a-trap faction. We have a name (under wraps) and everything.

Not true at all. There were a fair amount of spies embedded in to the Main Factions without the Faction Leader's knowledge. You just need to make sure you cover all your bases when you're doing your 'spy' stuff.
IE you need to actually have your character learn the information ICly, move it ICly, all that jazz.

Why bother start out with an independent faction? In the first few weeks of the new timeline, most people are going to be infatuated with the revamped factions. Independent factions might see a little activity if you recruit your friends, but there will be little to nothing to accomplish in the beginning.
My honest advice is to wait on creating a faction. Create a character, either independent or faction oriented, and watch the timeline grow. When something happens that provides an opportunity for an independent faction to rise, create one to help the timeline progress.
Besides, independent factions are overdone. There is almost no need for them except to bypass training or standard ranking in most cases. From experience, creating an independent faction solely to lead something is a bad idea. The faction dies, you get frustrated, and your characters are two dimensional. They would have been created to fulfill roles in the faction rather than to create stories of their own.
