I think it depends on the sort of faction that's being presented.
The Rim syndicate, for example, doesn't need much resources besides the corporate front. A criminal faction like that doesn't need a fancy fleet, as the criminals bring their own ramshackled vessels.
A Pirate faction, on the other hand, needs to start with ships and more specifically NPC'd ships. When it comes to this I might agree with you that the quality of the write-up factors in with the amount of ships and NPCs it can start with.
Obligatory Post: Mandos will be an Indie Faction next timeline. Several players have already shown interest in making characters for it. Further details will be forthcoming once we know more about the timeline. That is all.
Who will be taking charge of the Mandos?
We haven't officially decided anything as far as leadership. Right now it's mostly a group effort of people talking about what they want the main Mando Faction to be like.
We'll see how people respond to the Je'daii concept.

Ditto. Exactly my point! :D If they focus more on the story rather than "me mando, me kill non mando", it could be great! I don't know who the people are who are planning on RPing as Mandos nest TL, but they should keep this in mind because I would love to see them succeed in making an awesome Mando faction. Even if for some reason the faction doesn't last long, I'd rather see it be successful (in terms of good RP and relevance to the story) during that short time than just fail because they were being boring and sticking to the stereotypes.The problem with Mandos is that, in the past, they weren't really Mandos. They where Fandos, people who just think of Mandos as literally the best greatest most badass warriors ever, and play them as such with disregard to, well, everything else. That lead to all the craziness with the Civil Wars, the debacle with the With negotiations, ext. Mandos who actually have characters that just happen to be Mandos are the best way to play, since being a Mandalorian isn't their defining character trait, and generally come off as less of a tool as a direct result.
