Well, the Adara shooting does work well for me. Djibril, as he's leaving, could find Adara and try to help her. Someone could follow Djibril to talk to him, finding Djibril near the bleeding body of Adara and believe Djibril shot Adara. Djibril would be forced to flee Republic space and would lead to Obroa-skai seceding again.
