Not necessarily. In a Sci-fi setting the quest for the gathering and construction of a Superweapon that will defeat the Near-invincible Big Bad or his PlanetBlower is very valid. in a Fantasy setting, the same could be said for the preparations for the one-time summoning of a Deity/spirit for the same purposes.
That isn't a Dues Ex though. The Superweapon can still be destroyed, the Deity can still be defeated. They aren't infallible solutions to a problem, just unoriginal, fallible ones.

My cousin made very recently a DnD campaign in which the first ark was gathering sacred relics to assemble in a 100% infallible deadly weapon for this ark's Villain. There was plot, scenario and things happening, the MacGuffin however, was quite -literally- a "Machine from the gods" Why am I saying this? because it's a very fresh example in my memory.

Alright. Your point? Just because you can do something doesn't mean you should. And even then, that isn't a true Deus Ex. The goal is to get this weapon. It itself is infallible, but the characters aren't. They can be defeated, and thus the superweapon becomes null-in-void.

Now, if the weapon suddenly fell in to the characters collective lap, than that would be a true Deus Ex.

You can be mighty in your own canon, and still not be a patch on superman. I genuinely don't think there's anyone in any other work of fiction that can truly rival him. The Sentry from Marvel might be able to survive an encounter, but you don't beat invulnerability.

I don't care how awesome Touhou characters are, or can be, you just don't beat Superman!

Obviously you've never heard of the Authority before.
